List the 10 most important government stakeholders, the 10 most important non-governmental actors, and add 10 more non-obvious yet important ones, including those who have an indirect influence on shaping the implementation of this policy. Rank each on a scale from 1-10 on how important they are for our NGO client whose main focus is privacy. I want a bulleted list, short format, easy to scan" is a far better way to prompt.
